If I were to be president of a borderless and ID-document-less world for 1 day, I would: Declare my election day a world holiday in which everyone would be required to go to the beach, take off all their clothes, and bask in the warmth and beauty of the sun. You would be required to make-out (or make-love) with one person that day, and tell someone else whom you don't know personally that you love them (and really mean it!). I would then take the day off, jump in my presidential jet, and visit one country on each continent. One meal that represents the country well (like pasta in Italy) would be prepared for me and my guests in each country we visit, and we'll dance to music all night long! Yeeea! I would try to set up the system of government. If there is no organization in the government how would people get what they need. Or get anything done. if everyone is running around doing what they want without rules or limitations, it would be complete chaos. I would eat some ice cream. And then divide the earth up in the sections and assign jobs and duties for each person to perform so that everyone's needs could be met. Build prisons and hospitals.. but I can't do all this in one day... so I would declare that a day lasts for 10 years... make it 20... yeah.. and... make sure that wealth was evenly distributed create the opportunities for those who want more... no censorship... I would use basically the same constitution that US has now except the only difference is when I promise people certain rights I wont turn around and violate them.... For any reason what so ever.
